Comercialización entre estaciones de servicio. El Ministerio de Minas y Energía podrá reglamentar mediante acto administrativo de carácter general las excepciones a la prohibición de venta de combustibles líquidos derivados del petróleo entre estaciones de servicio, establecida en el numeral 9 del artículo 22 del presente decreto, cuando el mercado y la logística de distribución lo ameriten, así como las ventas entre estaciones de servicio y grandes consumidores.
