Artículo primero. Con el objeto de procurar la mayor eficiencia en la Administración Pública, prorrógase hasta el 31 de diciembre del presente año las autorizaciones conferidas al Gobierno Nacional por el Decreto número 1600 de 1953 y el artículo 15 del Decreto 2798 de 1955.
