La República recuerda con gratitud y respeto que el 24 de octubre del presente año se cumple el primer centenario del natalicio del señor General Santos Gutiérrez, ciudadano eminente que sirvió a la Patria colombiana con esfuerzos y constancias singulares en la primera Magistratura Nacional, en la Presidencia del Estado Soberano de Boyacá, en las altas corporaciones nacionales y departamentales y en la Jefatura Suprema del Ejercito.
