º . Las Zonas o Comunidades de Difícil Gestión que no cumplan con las metas a que se refiere el artículo anterior, se les reducirá su beneficio del FOES, en el año siguiente, en un veinticinco por ciento (25%) del monto promedio de energía social reconocido en el año anterior. Dicho porcentaje será acumulativo en los años siguientes en la medida que continúe el incumplimiento de las metas, hasta la pérdida total del beneficio. Perdido parcial o totalmente el beneficio podrá ser recuperado en el mismo porcentaje anual con el cumplimiento de las metas de cada año.
