A partir de la vigencia del presente Decreto funcionarán en la capital de la República cinco (5) Juzgados Permanentes, cuya distribución se hará por el Ministerio de Justicia en la forma en que resulte más conveniente para los fines de la coordinación que debe existir entre las autoridades de Policía, los funcionarios de Instrucción y los Jueces del conocimiento.
