De conformidad con el numeral 12 del artículo 76 de la Constitución Nacional, revístese al Presidente de la República de Facultades extraordinarias por el término de seis (6) meses, contados a partir de la sanción de la presente Ley, para ceder al Departamento de la Guajira el valor de las regalías que corresponden a la Nación por concepto de la producción de los yacimientos de gas que se generan en dicho Departamento.
