Artículo noveno. La Federación Nacional de Cacaoteros reglamentará la administración interna de los fondos provenientes de la cuota de fomento cacotero ajustando la inversión a los planes y proyectos de fomento de la industria que acuerde según contrato que al efecto suscriba con el Gobierno y sin que se pueda afectar partida alguna que no se ajuste a tales planes concretos.
