Artículo tercero. A partir del 1º de enero de 1964, exonéranse del pago de impuesto establecido en el artículo 24 de la ley 3ª de 1961, todas aquellas propiedades cuyo avalúo catastral sea inferior a $ 30.000.00.

Parágrafo 1

Hasta el 31 de diciembre de 1963, seguirá aplicándose la exención a las personas cuyo patrimonio no pase de cien mil pesos ($100.000), de conformidad con lo establecido en la ley 3ª de 1961.

Parágrafo 2

La Corporación tendrá acceso a los libros de catastro del Distrito Especial de Bogotá y de los municipios, a fin de indagar sobre el monto de los avalúos y el nombre de los propietarios.
