Apóyase con la suma de tres mil pesos ($ 3.000) el edificio para biblioteca, conferencias y otros actos de cultura que está edificando el Distrito de Mosquera, en la población del mismo nombre. Dentro de esta suma queda comprendido el auxilio que se concede para el bronce que allí mismo se habrá de erigir en homenaje al Gran General Tomas Cipriano de Mosquera.
