Artículo cuarto . Facúltase al señor Ministro de Obras Públicas para que directamente o por medio de un comisionado suyo otorgue la escritura pública de traspaso de los bienes determinados en el artículo primero, al representante de la entidad cesionaria, en los términos y condiciones expresados en el presente Decreto.
