El Gobierno Nacional, en cooperación con el Departamento de Santander, llevará a cabo la construcción, montaje y explotación de las obras a que se refiere la presente Ley, aportando la Nación para tal efecto, el setenta por ciento (70%) de su costo, y el treinta por ciento (30%) restante del Departamento.
