º. En caso de que el sistema de administración directa fuere más conveniente que el fijado en el artículo anterior, el Ministerio de Gobierno organizará, mediante resoluciones, los estudios y trabajos a que se refiere el presente Decreto, hará los nombramientos necesarios y fijará las asignaciones.
