° Se concede franquicia a la correspondencia (cartas e impresos) que se dirijan a los enfermos asilados en los Lazaretos. Los Administradores de Correos de los leprosorios se abstendrán de entregar la correspondencia particular dirigida a las personas sanas residentes en los Leprosorios que no vaya debidamente porteada sin que se cubra dicho porte, cómo si cursaran a debe, en timbres postales que agregarán a esa correspondencia y anularán antes de entregarla.
