El Gobierno queda igualmente autorizado para efectuar las operaciones de crédito necesarias con el objeto de atender al pago de los aportes hechos por las Compañías Contratistas y por las entidades prestamistas. Con tal fin podrá emitir libranzas, pagarés o cualesquiera otros documentos de crédito.
