El administrador del Fondo, basado en los programas y proyectos aprobados por el Comité Directivo, elaborará un plan de inversiones y gastos para el ejercicio anual siguiente. Este plan deberá ser presentado antes del 1o de noviembre de cada año y requerirá la aprobación del Comité Directivo para su ejecución.
