Ámbito de aplicación. El presente Título se aplica a todos los organismos y entidades del Estado, en sus diferentes órdenes y niveles, así como a los particulares que administren recursos del Estado.

Parágrafo

Las normas del presente Título serán aplicables en lo pertinente, a las entidades autónomas y territoriales o sujetas a regímenes especiales en virtud del mandato constitucional.
