El gravamen que se crea por la presente Ley será destinado por los Departamentos al sostenimiento y mejora de casas para ciegos o para ciegos y sordomudos, donde existan esta clase de establecimientos y donde no los hubiere, se dedicara al fomento y mejora del establecimiento de beneficencia que indique la Asamblea del respectivo Departamento.
