Para dar cumplimiento a los artículos anteriores el Gobierno queda autorizado para abrir los créditos y hacer las operaciones financieras que fueren necesarios en caso de que las sumas globales destinadas a la Superintendencia de Fomento Agrícola sean insuficientes para llevar a cabo esta labor.
