Las autoridades darán garantías eficaces a las personas y propiedades, prevendrán o disolverán las reuniones ilegales, y darán protección a los obreros y trabajadores que libremente quieran continuar su trabajo, y a los que se ofrezcan, contraten o enganchen para reemplazar a los que se hayan declarado en huelga.
