En las poblaciones en donde no hubiere medico graduado, ni un individuo autorizado por la presente Ley para ejercer la medicina, la Junta Central señalara las reglas mediante las cuales se les podrá permitir el ejercicio de la medicina, no de la cirugía, a otros individuos que acrediten tener la honorabilidad y conocimientos necesarios para ello. Este permiso cesara tan pronto como se establezca en esas poblaciones un medico diplomado.
