El Artículo 28 de la Constitución quedará así:
ARTÍCULO 28
El Estado puede intervenir por mandato de la ley en la explotación de industrias o empresas públicas y privadas, con el fin de racionalizar la producción, distribución y consumo de las riquezas, o de dar al trabajador la justa protección a que tiene derecho.
Esta función no podrá ejercerse en uso de las facultades del Artículo 69, ordinal 12, de la Constitución.
