El Ministerio de Economía Nacional, por conducto del Departamento de Aguas, procederá a organizar las comisiones de ingenieros que deben emprender el estudio, levantamiento de planos, elaboración de proyectos y de presupuesto de costo de las obras indicadas en el artículo anterior; a la revisión de la parte que de éstas haya sido ejecutada, y a su complemento y acomodación al plan general y especificaciones definitivas que fueren adoptadas.
