Adóptase el Sistema Andino de Franjas de Precios previsto en la Decisión 371 de la Comisión del Acuerdo de Cartagena, con el objetivo principal de estabilizar el costo de importación de un grupo especial de productos agropecuarios caracterizados por una marcada inestabilidad de sus precios internacionales, o por graves distorsiones de los mismos.
