De la calidad tecnológica y científica. La calidad tecnológica y científica a que se refiere el artículo 20 de la Ley 10 de 1990, deberá apreciarse por la autoridad competente, en cada caso, teniendo en cuenta las normas de carácter tecnológico y científico que de manera específica regule la clase de servicios a prestar por la institución.
