Art. único. La Secretaria de Guerra i Marina no podrá mandar liquidar ajustamientos militares a ningun Jefe u Oficial de la Guardia Colombiana que haya estado en servicio activo, en vista de "céses" o certificados de los Jefes, Habilitados de los cuerpos o del Comisario ordenador, pues dichas liquidaciones no podrán ordenarse sino colectivamente i en vista de los presupuestos respectivos.
