Este decreto se aplicará a los créditos que se hayan otorgado para la reconstrucción de la ciudad de Popayán y demás municipios del Cauca afectados por el terremoto del 31 de marzo de 1983 y que están consagrados en los literales a), b) y c) del artículo 2º de la Resoluciónnúmero 32 de 1983, expedida por la Junta Monetaria y en la Ley número 132 de 1985, previa solicitud escrita del deudor conforme lo indica dicha ley.
