De conformidad con lo dispuesto en el artículo 1º. de la Ley 7ª de 1944, la "Convención Marco de las Naciones Unidas sobre el Cambio climático", hecha en Nueva York el 9 de mayo de 1992, que por el artículo 1° de esta Ley se aprueba, obligará al país a partir de la fecha en que perfeccione el vínculo internacional respecto de la misma.
