De conformidad con la reestructuración ordenada por el presente Decreto, el Gobierno Nacional adoptará la organización interna y la respectiva planta de personal del Instituto Nacional Penitenciario y Carcelario INPEC, a más tardar el 30 de noviembre de 1999
