La Junta Cívica de Plato procederá a contratar directa mente con el Instituto Nacional de Aprovechamiento de Aguas y fomento eléctrico el estudio y la ejecución de las obras señaladas en el Artículo 1º. Serán celebrados por la Junta, previa licitación pública, con casas o ingenieros especializados en el respectivo ramo y cuya capacidad de corrección estén debidamente acreditadas. Para este efecto, la Junta formulara los respectivos pliegos de licitación.
