Artículo primero. El Gobierno Nacional - Ministerio de Defensa - podrá prestar servicios o adelantar obras de reforestación y de ingeniería civil mediante celebración de contratos con las entidades públicas y privadas que tengan interés, para que se utilicen en ello personal y equipo militar disponibles. El valor de cada contrato no podrá ser inferior, en ningún caso, al costo que su ejecución signifique para la Nación.
