INSTIGACION A LA GUERRA. El colombiano o extranjero que deba obediencia a la Nación, que ejecute actos dirigidos a provocar contra Colombia guerra u hostilidades de otra u otras naciones, incurrirá en prisión de diez (10) a veinte (20) años. Si hay guerra o se producen hostilidades, la pena imponible se aumentará hasta en una tercera parte.
