Sin perjuicio de lo dispuesto en el artículo anterior, le corresponderá al Ministerio de Comunicaciones mediante resolución motivada la imposición de las sanciones por la violación de las disposiciones consagradas en el presente decreto, en los términos del Capitulo IV del Decreto 1900 de 1990 y los pagos correspondientes que se causen deberán hacerse a favor del Fondo de Comunicaciones.
