El Departamento de Caldas rio tendrá derecho a la subvención de que se trata, sino en el caso de que el ferrocarril se construya por administración directa, o por contrato o contratos de construcción, celebrados en licitación pública, quedando excluidas, por consiguiente, y en cualquier forma que sean, las concesiones de privilegio.
