La Nación sostendrá las Escuelas Normales que están funcionando fuera de la capital de la Republica, hasta el 15 de los corrientes. En consecuencia, los Gobernadores y Directores Generales gestionaran ante las Asambleas el sostenimiento de tales Escuelas de esa fecha en adelante, y si esto no se obtuviere, dispondrá su clausura hasta que la Nación vuelva a hacerse cargo de ellas. Comuníquese y publíquese.
