Los condenados a quienes se absolviere en virtud de la revisión, o sus herederos, tendrán derecho a exigir de los Magistrados o Jueces o testigos o peritos que hubieren determinado la condena, la indemnización de los perjuicios sufridos con ella. La acción correspondiente se surtirá ante los Jueces competentes del ramo civil
