Créase el Instituto de Enfermedades Tropicales "Roberto Franco" en la ciudad de Villavicencio, Intendencia del Meta, para cuyo funcionamiento se destinan los terrenos, edificaciones, laboratorio y demás dotaciones existentes en el Laboratorio de Villavicencio, de la Fundación Rockefeller, a la fecha de la terminación del contrato entre esta entidad y la Nación.
