Art. 1.º la Nación reconoce al ilustre General Joaquín Riascos en razón de los glandes servicios que prestó á la causa de la República, en defensa de la cual rindió su vida en la jornada de San Juan de Cesar el día 8 de Agosto de 1875, como primer mártir de la Regeneración de Colombia.
