Esta Ley reglamenta íntegramente la materia, deroga las Leyes 9ª de 1913, 91 de 1922, 25 de 1930, 51 de 1935, 47 de 1939, Decreto 319 de 1938 en su artículo 2º, Decreto 1300 de 1938 en su artículo 25, Decreto 3745 de 1950, Decreto 1643 de 1953, Decreto 158 de 1957 y Decreto 1632 de 1960 en sus artículos 53 y 54, y las demás disposiciones contrarias a la presente Ley.
