El Gobernador del Departamento pasará el expediente a la Asamblea Departamental con un informe fundado, en que manifieste su parecer sobre estos dos puntos: primero, si están probadas las circunstancias que exige la ley para la creación del Municipio, y segundo, si hay conveniencia pública en dicha creación.
