"Las Partes contratantes se comprometen a estudiar con la más favorable disposición de espíritu, la posibilidad de dictar medidas legislativas que hagan punibles los actos cometidos bajo su jurisdicción con el propósito de ayudar o facilitar la comisión, fuera de su jurisdicción, de actos violatorios de las leyes o reglamentos locales tendientes a dar aplicación a la presente Convención.
