Las cifras de población a que se refiere el artículo anterior, serán las consignadas en el último Censo aprobado por la Ley. Si el Municipio fuere de creación posterior a la fecha del Censo legalmente aprobado, se tomarán en cuenta, para los mismos efectos, el último Censo realizado, aunque no haya sido aprobado por la Ley y, en su defecto, la población acreditada para la expedición de las ordenanzas que creó el respectivo Distrito Municipal.
