El Gobierno Nacional podrá establecer en la sede de la Organización de Aviación Civil Internacional una delegación permanente que represente al país en las deliberaciones y resoluciones de dicha Organización Internacional, y abrirá en el Presupuesto los créditos adicionales necesarios para atender a los gastos de dicha Delegación.
