º . Modificase el artículo 19 del Decreto 868 de 1999, el cual quedará así: "Artículo 19. Protección a los servicios por setélite y a las redes LMDS. Los titulares habilitados conforme a lo dispuesto en este decreto, no podrán dirigir haces de emisiones radioeléctricos a los emplazamientos de estaciones terrenas destinadas al servicio fijo por satélite y a la exploración de la tierra por satélite. Así mismo, es responsabilidad de los titulares no causar interferencia a otras redes LMDS y tomar las medidas técnicas necesarias para evitar interferencias en su red."
