Artículo cuarto. El presente Decreto rige a partir de la fecha de su expedición, deroga todas las disposiciones que le sean contrarias, excepto el artículo 2° del Decreto 1853 de 1969 y surte efectos fiscales a partir del primero (1°) de octubre de mil novecientos setenta y uno (1971).
