El que habiéndose procurado los sellos o grabados legítimos o los instrumentos de que tratan losArtículos precedentes, se sirva de ellos, sin facultad legal, para fabricar papel sellado o estampillas, en provecho propio o de terceros, incurrirá en las penas señaladas, con disminución de la tercera parte a la mitad.
