° El Gobierno establecerá en los lugares que estime convenientes al efecto, Agentes públicos encargados especialmente de proteger y estimular desde el exterior la inmigración de agricultores, mineros y artesanos que quieran establecerse en Colombia; de estudiar los medios más adecuados para fomentar la inmigración de dichos individuos; y de cumplir las demás ordenes que les comunique el Gobierno.
