Art. 16. Desde el día que se señale por decreto ejecutivo, queda prohibido á los particulares la importación de los artículos que constituyen los monopolios de que trata este Decreto, y de las materias primas, máquinas, enseres y útiles para la fabricación de los mismos artículos.
