Si las sumas señaladas en esta Ley, no fueren incluidas, por cualquier causa, en el Presupuesto de la vigencia fiscal de 1960, ellas serán incluidas en los Presupuestos de vigencias sucesivas,

Autorizase al Gobierno, en el caso de no ser apropiadas, en todo o en parte, las sumas de que trata esta Ley, en el Presupuesto de la vigencia de 1960, para arbitrar los recursos y hacer las traslaciones que sean indispensables para el cumplimiento de esta misma Ley.
