De conformidad con el numeral 12 del artículo 76 de la Constitución Nacional, facúltase al Presidente de la República hasta el 20 de julio de 1968 para reorganizar el Ministerio de Relaciones Exteriores, la Carrera Diplomática y Consular y el Instituto Colombiano de Estudios Internacionales, así como para establecer las condiciones y requisitos de ingreso al Ministerio y al servicio exterior de la República.
