Artículo primero. Delégase en los Ministros del Despacho y los Jefes de Departamentos Administrativos la facultad presidencial de nombrar, remover y trasladar a los empleados de sus respectivas dependencias administrativas, cuyos sueldos no sean mayores de quinientos peses ($ 500.00) mensuales.
